Doing Business in Kurdistan Region

The Ministry of Natural Resources promotes an open-door policy and welcomes new ideas and technologies. As oil and gas is a new industry for the Kurdistan Region, the ministry understands that to develop into a major independent producer, foreign knowledge, and expertise as well as local craftsmanship and input are key elements.

Proposals regarding any area of our operations - from training and development to exploration and production - are welcomed. Proposals should include a background history of your company, financial and technical capabilities, relevant experience, as well as the proposed idea which should make up the main body of the proposal.

The Kurdistan Region has successfully attracted a host of leading oil and gas companies from more than 30 countries. Our world-class production sharing contracts are recognized as attractive and fair and have allowed companies to envision their investment in the region within a safe and predictable environment. We have made available to read a model production sharing contract, as well as the production sharing contracts that the KRG has signed with exploration and production companies.

The oil and gas services sector are seeing major growth as both foreign and local services providers ramp up their activities in Kurdistan. The Ministry of Natural Resources is committed to supporting a strong services sector, by mandating the safety and security of operations, facilitating the transfer of skills and knowledge to the local workforce, and supporting the infrastructure development that will allow for the full appraisal and extraction of the region’s resources.

How to register as an oil services provider in the Kurdistan Region?

The Ministry of Natural Resources, Kurdistan Regional Government - Iraq (MNR KRG), welcomes

both local and international oil and gas service companies to the region.

There are three major steps to setting up your company within the Region, and becoming a part of

one of the most exciting and active oil and gas industries in the world.

  1. Get registered at the Ministry of Natural Resources
  • Submit your company profile to the MNR Registration Team electronically to info@mnr.gov.krd and await approval. This should include:
    • Capabilities and expertise
    • Examples of previous work and experience
    • General company information
  • Following approval, you will receive the registration pack. Fill the forms in and return electronically to the MNR Registration Team.
  1. Win your first contract and get licensed
  • Once registered, you will receive invitations to tender directly from international oil companies.

Apply and a win a contract.

  • Bring your signed contract with the operator to the MNR to get licensed.
  1. Get your company registered with the KRG Ministry of Trade and Industry
  • Once licensed, you will be able to register your company in the Kurdistan Region, with the KRG

Ministry of Trade and Industry (MOTI). Hiring a lawyer to complete the process is highly advised.
