KRG Prime Minister: Police Officers Must Set a Positive Example for the Government and Respect Human Rights
On Thursday, October 19, 2023, Prime Minister Masrour Barzani of the Kurdistan Regional Government (KRG) attended the graduation ceremony of the Erbil Police Academy. In his address, the Prime Minister underscored the pivotal role of the police in maintaining security, fostering peace and stability, eradicating crime, and combatting criminals. Below is the full transcript of Prime Minister Barzani's speech:
“In the Name of God, Most Gracious, Most Merciful,
“I extend my heartfelt congratulations to all the graduates, hoping that these courses will serve as catalysts for the development, strengthening, and enhancement of the skills of our police personnel.
“I hold profound respect and gratitude for our internal security forces, thanking them for their unwavering dedication, loyalty, and efficiency in their tireless efforts to ensure the safety of the Kurdistan Region. I am well aware of the extraordinary endeavours of the police and internal security forces, who selflessly carry out their duties in the most challenging circumstances.
“A fundamental aspect of the police and internal security forces' responsibilities is to uphold security, maintain peace and stability, combat crime, and apprehend criminals. However, it is imperative that in their interactions with the public, they do so with equality, fairness, and within the boundaries of the law, all while respecting human rights and ensuring that criminals are brought to justice.
“Police officers, as representatives of the government's authority, sovereignty, and the rule of law, must serve as positive role models. Given your daily contact with the public, it is of utmost importance to refrain from employing violence, causing harm, engaging in oppression, or participating in any unlawful activities. The public should view you as their own, and together, you should work harmoniously toward a common objective: safeguarding the security and stability of our nation and our people.
“Fortunately, one of the cornerstones of security and stability in the Kurdistan Region, a notable achievement of our region, is the strong collaboration between the public and our security agencies.
“The police and internal security forces must show no mercy or leniency toward criminals and those seeking to destabilise our region and jeopardise the lives of our citizens.
“Technology is advancing rapidly worldwide, and our police and security forces must strive to keep pace with these developments and effectively leverage technology in the execution of their duties. This will aid relevant agencies in apprehending criminals, upholding the law, and establishing security and stability.
“Once again, congratulations on your graduation, and I wish you all the utmost success. With God's support, your courage, loyalty, and skills, I am confident that the Kurdistan Region will remain safe."
