KRG Urges Baghdad to Act After Submitting June Payroll

Erbil, Kurdistan Region (GOV.KRD) - On Wednesday, 30 July 2025, Prime Minister Masrour Barzani chaired a session of the Kurdistan Regional Government (KRG) Council of Ministers, attended by Deputy Prime Minister Qubad Talabani.
The session opened with a discussion on finalising the payment of June and July 2025 salaries, following the joint decision of the KRG and the Federal Council of Ministers, and the ongoing work of the joint committees from the Ministry of Finance and the Boards of Supreme Audit of Iraq and the Kurdistan Region.
Finance Minister Awat Janab Noori presented a report on public revenue classification in the Kurdistan Region, outlining sources and legal bases for collection. The report, submitted monthly as part of the trial balance, has been regularly audited by the joint team from both Boards of Supreme Audit and delivered to the Federal Ministry of Finance.
Minister Noori confirmed that the June payroll and revised trial balance have been submitted, and that the Federal Ministry of Finance is now responsible for disbursing June salaries.
The KRG Council of Ministers endorsed the Ministry’s interpretation of revenue classification, grounded in relevant constitutional and legal frameworks. It also directed KRG representatives on the joint committee to engage promptly with federal counterparts to resolve outstanding issues regarding non-oil revenues, in line with agreed joint procedures.
Acting Minister of Natural Resources Kamal Mohammad Salih provided an update on the resumption of regional oil exports, in accordance to the latest joint decision by the KRG and the Federal Council of Ministers.
The KRG Council of Ministers resolved that the KRG will compensate the oil companies producing the volume of oil allocated for domestic consumption. Meanwhile, oil designated for export will be delivered to the State Organisation for Marketing of Oil (SOMO) for shipment through the port of Ceyhan.
