KRG Urges Baghdad to Uphold Mutual Understanding on Salaries

On Wednesday, 23 July 2025, Prime Minister Masrour Barzani chaired a session of the Kurdistan Regional Government (KRG) Council of Ministers.

The main topic of the meeting was recent developments in the implementation of the agreement between the KRG and the federal government.

The Council expressed its deep appreciation for the resilience of the people of Kurdistan, who, despite the difficult circumstances imposed by the central government, continue - with a strong sense of responsibility - to defend the constitutional status of the Kurdistan Region.

The Council of Ministers also called on Kurdistan’s media to act honestly and responsibly, to avoid becoming a platform for disseminating false information, and to refrain from serving as a mouthpiece for those who seek to create chaos and justify the oppression of salaried employees.

Additionally, the Council confirmed that the KRG has fully met all its obligations under the joint agreement. In line with the agreement, the Ministry of Finance and Economy of the Kurdistan Region has deposited IQD 120 billion in cash - as the federal treasury’s share of non-oil revenues - into the account of the Federal Ministry of Finance.

Furthermore, the KRG Ministry of Natural Resources, through a joint committee, has provided full cooperation to the Federal Ministry of Oil and the State Organization for Marketing of Oil (SOMO), granting access to information and direct oversight of all oil fields in the Kurdistan Region.

The technical committee of the two ministries also reached a joint agreement on the protocol for resuming oil exports through SOMO for the volume of oil currently produced in the Kurdistan Region, which had been disrupted due to recent terrorist attacks on oil fields.

In the second item of the agenda, the Council discussed the agreement between the KRG and the federal government to establish a mechanism for coordination and cooperation between the respective institutions of measurement and quality control of the federal and regional governments.

The Council of Ministers expressed gratitude to the joint committee of the relevant ministries for reaching this agreement with their federal counterparts. It unanimously approved the agreement and instructed the relevant ministries and bodies to take the necessary measures for its implementation.
