KRG Calls on Federal Government to Disburse Overdue Public Employees’ Salaries

On Wednesday, 15 October 2025, Prime Minister Masrour Barzani chaired a session of the Kurdistan Regional Government (KRG) Council of Ministers, attended by Deputy Prime Minister Qubad Talabani.
The main focus of the session was to review the Kurdistan Region’s financial situation following the implementation of the tripartite oil export agreement and to discuss the cabinet’s ongoing efforts to ensure the payment of public employees’ salaries for August, September, and the remaining months of 2025.
At the outset of the meeting, the Director General of Accounting at the Kurdistan Region’s Ministry of Finance and Economy presented a comprehensive overview of the Region’s current financial situation, supported by detailed figures and data. The presentation covered all aspects of revenue, expenditure, and monthly deficits as reflected in the trial balance, which has been formally submitted to the Federal Ministry of Finance.
Following that, Awat Janab Noori, Minister of Finance and Economy; Omed Sabah, President of the Diwan of the Council of Ministers; and Amanj Raheem, Secretary of the Council of Ministers, presented additional details on the report previously prepared in coordination with the Region’s ministries and relevant institutions.
After a thorough discussion, the Council approved a series of recommendations aimed at ensuring the payment of salaries and financial entitlements for public employees in the Kurdistan Region and safeguarding the continued delivery of essential public services. The Council also instructed the Ministry of Finance to issue the necessary directives to facilitate the implementation of these decisions.
Among the key recommendations was the reaffirmation of the Kurdistan Region’s commitment to transfer the federal treasury’s share of non-oil revenues, giving this obligation priority over all other expenditure. This measure is intended to eliminate any justification for the Federal Ministry of Finance to delay the disbursement of salaries for August, September, and the following months—especially given that, as of October, public employees in the Region have not yet received their salaries for August and September.
