KRG Ministry of Interior Announces Special Measures to Support Syrian Nationals in the Kurdistan Region

In accordance with a special directive issued by Prime Minister Masrour Barzani, and in response to the situation of Syrian nationals residing in the Kurdistan Region without valid residence permits, the Ministry of Interior of the Kurdistan Regional Government (KRG) has instructed the General Directorate of Citizenship to implement the following measures:
First: Syrian nationals whose residence permits have expired, or who have recently entered the Kurdistan Region without obtaining residence documentation, are granted a grace period of 60 working days from the date of this announcement to visit the relevant residence permit directorate to regularise or renew their status. During this period, they will be exempt from late penalties for one year, in accordance with the provisions of Form (20).
Second: Syrian nationals identified in the first point who do not intend to remain in the Kurdistan Region and wish to return to Syria will also be exempt from penalties associated with delayed renewal or failure to obtain a residence permit. However, they must visit the relevant residence directorate to receive a one-time exit stamp and are required to depart officially via Erbil International Airport.
Third: Individuals who wish to return to Syria but are unable to travel by air due to financial hardship, may also visit the residence directorate to obtain exit stamps and benefit from the same penalty exemptions. In such cases, the KRG will facilitate their return through the Faysh Khabur International Border Crossing.
The residence permit directorates are instructed to establish dedicated teams to ensure the effective implementation of these measures.
