Ministry of Interior Statement on Attacks Targeting Energy Infrastructure in the Kurdistan Region
Between 15 June and 25 July 2025, oil fields, energy facilities, and a number of other vital installations in the Kurdistan Region were subjected to coordinated drone attacks, resulting in significant material and economic damage. In response to these serious incidents, and for the purpose of investigation, identification of those responsible, and ensuring legal accountability, the Prime Minister of the Federal Government of Iraq ordered the establishment of a joint investigation committee. The committee was chaired by the Iraqi National Security Advisor and included representatives from federal and Kurdistan Region security, intelligence, and military agencies.
The joint committee commenced its work and conducted an official visit to the Kurdistan Region on 28 July 2025. During this visit, it held a series of field meetings and carried out technical inspections at the targeted sites. Based on the technical analysis of the remnants of the unmanned aerial vehicles (UAV) used in the attacks, it was determined that the launch trajectories originated from areas under the control of federal forces adjacent to the Kurdistan Region.
In parallel, the Kurdistan Region’s security and intelligence agencies submitted documented and legally admissible confessions obtained from detained individuals, which clearly identified the organisations to which they belonged.
Following the completion of the investigative process, the High Investigative Committee -established by decree of the Federal Prime Minister- convened at the headquarters of the National Security Advisor and prepared its final report, which was formally submitted to the Federal Prime Minister for the purpose of initiating the appropriate legal measures against those implicated in the attacks.
Despite the passage of more than two months since the submission of this report, the federal authorities have not taken any legal or security action against the perpetrators. The final report explicitly identifies those responsible and includes a set of recommendations, most notably the convening of the National Security Council to review the findings and to adopt the necessary legal measures. To date, none of these recommendations have been implemented.
In light of these established facts, the Kurdistan Regional Government calls on the federal government to discharge its constitutional, legal, and security responsibilities and to take prompt and effective action against the perpetrators and those supporting them. Such action is necessary to prevent the recurrence of acts that constitute a direct threat to national security and to the economic interests of the Kurdistan Region and Iraq as a whole.
The Kurdistan Region further stresses that continued inaction with respect to those involved represents a failure to uphold constitutional and security obligations, and that such negligence serves only to encourage these groups to persist in their attacks.
The attack carried out last night against the Khor Mor gas field is a direct consequence of the absence of decisive measures against those responsible for previous attacks. Accordingly, the Kurdistan Regional Government affirms its right, within the framework of the Constitution and the law, to take all necessary measures to protect its security and economic interests.
