Statement by the KRG Office of the Coordinator for International Advocacy (OCIA)
The recent events in Kirkuk on September 2, 2023, resulting in the death and arrest of demonstrators, starkly contradict the principles of human rights and international law.
Although the federal government decreed the transfer of headquarters and offices to the political parties of the Kurdistan Region, allowing them to resume their political activities in Kirkuk, extremist elements in the city continue to hinder the vital reintegration of social and political factions.
Articles 39 and 44 of the Iraqi Constitution uphold the rights of political parties and their affiliations. These provisions also guarantee freedom of movement for all. Since the events of October 16, 2017, local security forces have failed to create an environment where Kurdish political parties can effectively operate in Kirkuk. Every citizen has the constitutionally granted right to engage in civil political activities. Aligning with the principles of coexistence, the Iraqi federal government recently chose to return the headquarters to the Kurdish political parties.
Tensions have intensified recently after protests urging the reopening of the Kirkuk-Erbil road. A subsequent series of arbitrary arrests resulted in many Kurdish citizens being detained, and their current status is unknown. To date, 40 individuals have been arrested, with 14 receiving medical treatment for injuries, and numerous others hurt due to stone-throwing incidents.
Despite the reopening of roads, some groups, equipped with military-grade equipment such as Humvee vehicles, have intrusively searched the homes of Kurdish residents, aiming to identify those involved in the demonstrations. This action further violates the Constitution and undermines the tenets of peaceful coexistence.
In conclusion, we urge international bodies, including the United Nations, to vigilantly oversee the evolving situation in Kirkuk. It is imperative to address the infractions by security forces according to international standards. Iraq has committed, on the world stage at the United Nations General Assembly, to uphold the principles of peaceful coexistence and safeguard fundamental freedoms. We implore the global community to ensure this commitment is honoured.
