Quality Policy

Ministry of Higher Education and Scientific Research is committed to providing higher education services in coordination with the universities and other institutions throughout the Kurdistan Region.


Our ministry has developed its expertise since its establishment and its aim to achieve a high standard of service to its customers.


We strive to achieve this by:

  • Promoting an understanding of our customers’ needs and expectations, together with a culture of exceeding customer expectations, by providing them with high-quality installations and services which meet requirements and are fit for their purpose.
  • Enhancing the skills of management and staff through review and actively pursuing an on-going training policy, the objective of which is to prepare staff to perform their work more effectively.
  • Developing seamless processes by fully integrating the services provided by our partners (universities and other higher education institutions).
  • Monitoring our performance through performance metrics in order to continually improve our processes and services, by promoting the quality management systems and ensuring implementation are achieved by internal auditing, management review, corrective and preventive action.
  • Utilizing our ISO 9001 quality management system for all organization processes everywhere, every time, without exception.
  • Promoting the culture of continual quality improvements and the philosophy of getting things “right first time”, and continually improving our organization and our quality management system.


Everyone is responsible for the quality within the ministry and for maintaining high standards.
